Wetlands are defined by the U.S. EPA and U.S. Army Corps of Engineers as "Those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include swamps, marshes, bogs, and similar areas."
Wetlands data may be used to identify areas for protection. Large wetlands complexes and associated upland buffers should be protected whenever possible. A preliminary determination regarding site suitability for development can be made using the wetlands maps.

The wetlands identified in this study are those visible on the aerial photographs and other resource maps. It is likely that we have identified between 50 and 75 percent of the actual jurisdictional wetlands within the county. This would include most or all of the high quality wetlands, which generally are large and easily visible on the aerial photographs. Many of the wetlands within Summit County are small and isolated. These wetlands are typically under two acres in size and may have saturated soils for portions of the growing season and little or no standing water. This type of wetlands is common within young forested areas, brushy areas, and abandoned farmland. Somewhat poorly drained soils on nearly level topography are particularly conducive to this type of wetlands. These isolated wetlands are extremely difficult to identify on aerial photographs and account for most of the wetlands not identified in this study. These wetlands are found throughout the county, but are more numerous in the north.
This study cannot be used as a wetlands delineation for land development. A wetlands delineation is a field study which involves sampling of soils, hydrology, and vegetation, as well as surveying of wetlands boundaries. A wetlands delineation is necessary if development will occur on any parcel that is suspected as having wetlands.
These data are believed to be logically consistent, though no tests were performed.
The extent of the data is dependent on its derivation and from secondary source material.

Wetlands were mapped using Summit County's digital orthophotography (April 26, 2000) and GIS data including hydrology and topography layers. The date of this photography is ideal for wetlands identification, as this is generally the wettest part of the year before leaf out. The digital orthophotos were printed at 1:400 scale. Wetlands were delineated from the hard copy maps. The Summit County Soil Survey and National Wetlands Inventory maps were also consulted as wetlands were identified. The wetlands data were soft copy digitized in ArcView 3.3 to create the wetlands shapefile. Area and perimeter data were calculated using the ArcView "calculate geometry" script. Acreage data was then added to the attributes from the area calculated.
